Great points about the new U.S. government fraud-prevention focusing on the wrong things! As highlighted by GAO in numerous prior reports, the most cost-effective approach is focusing on fraud PREVENTION in a strategic, risk-based manner, that is, going after the architects, not the mid-level enablers, before funds are released. This will help avoid the inefficient “pay and chase” approach where enforcement staff and investigators literally spend years trying to claw back funds.
